The pact begin after the [[Piraka|Chaotic Six]] entered The Vault. After discovering [[Antidermis]], and the wonderous loot within the Vault, they drew the attention of [[The Legacy]]. After contact was established, an alliance was established between the two groups. Slowly, news began to spread of the alliance, and talk of the riches of the Vault spread among the underworld. As malcontents flocked to the Vault, their numbers grew.

To eliminate threats to their growing power, Echelon himself went to the Po-Wahian fortress of [[Blackrock Canyon]] to either order the destruction, or recruit the reclusive [[Brotherhood of Ak'rei'an|Brotherhood of Ak'rei'an]]. Larikon Torchbearer, the group's Grandmaster, was in a fairly suggestive mental state, and had been considering joining them beforehand. So instead of fighting The Legacy, Larikon disregarded longstanding Brotherhood doctrine, and joined the alliance. Seeing the Makuta-followers as 'Lesser Heathens' compared to the followers of Mata Nui.

Goals

The goals of each member group is different, but all are united in a desire to conquer the island for their own benefit.

Territory

The Pact exerts dominion over Mangaia and the Vault within. Blackrock Canyon is de jure a territory, but is being evacuated by the Brotherhood.
